Sydneyâs Metropolitan Plans
At the time of writing, Sydney has witnessed the release of its eighth post-war metropolitan plan, A Plan for Growing Sydney (DoPE 2014). Forward or strategic spatial planning at the metropolitan or regional level should be a long-term exercise. Typically, strategic metropolitan plans are prepared for at least a 20 to 25 year time frame (though arguably an even longer planning horizon is desirable). This was certainly the situation in the case of the earlier metropolitan plans for Sydney. The first two metropolitan plans for Sydney â the County of Cumberland Planning Scheme (CCC 1948) and the Sydney Region Outline Plan (SROP) (SPA 1968) â each operated for 20 years (Table 9.1). It should be noted moreover, that their intended life spans was even longer, approximately 30 years â to 1980 in the case of the Cumberland Plan, and to 2000 in the case of SROP. Nonetheless, given the rapidly changing economic and demographic conditions impacting on Sydney at this time, 20 years represented reasonable longevity for both the plans. Since the demise of SROP in 1988 however, successive metropolitan plans for Sydney have suffered a low âlife expectancyâ. In the 27 years between 1988 and 2014, six metropolitan plans have been released for Sydney, translating, on average, to a new plan every five years. This hardly constitutes long-term forward planning, and is indicative of the malaise in conceiving, let alone persevering, with a strategic vision for Sydney.
The intervening plans since SROP have been of such short-term duration as to not have provided any meaningful effect in reshaping Sydneyâs growth. Part of the reason for this has been the desire for successive NSW State governments to tie their âvisionâ for Sydney with the State election cycle. Thus, following success in the March 2011 State election, one of the first decisions made by the incoming Coalition Government was to announce the scrapping of the previous Labor Governmentâs Metropolitan Plan for Sydney 2036, itself released in December 2010 as part of the then Governmentâs showcase planning strategy for Sydney in the lead up to the State election. The incoming Government began preparation of a new metropolitan plan, with the document Sydney over the next 20 years: A Discussion Paper subsequently released in May 2012 to progress this process, and a Draft Metropolitan Strategy for Sydney to 2031 released for comment in May 2013. Finally a definitive new plan â A Plan for Growing Sydney â was published in December 2014 (DoPE 2014).
